Allow rework to be assessed

Process Types can be configured as a rework assessment line. When this setting is enabled, the operator is prompted to determine if the newly created inventory requires rework.

If the operator specifies that rework is required, the operator must select the next operation to be performed. This decision is made when creating inventory.
