Start and Stop Permits

This instruction explains how permits (lockouts) are started and stopped. Permits are safety instructions designed to ensure that equipment to be maintained is properly isolated and made safe before work begins. When a permit is defined as mandatory, the permit must be reported before the operation can be started.

If a permit is classed as a mandatory permit in (PDS046) then this process must be carried out before the operation can be started.

Use this instruction when you want to confirm that a permit is in place and that it is safe to work on an equipment, or when you want to remove the permit.

Outcome

A permit is reported to be in place, or a permit is reported to be closed. The (MOPERM) file with permit information is updated.

The operation can be started and work can safely be performed

Before you start

  • The starting conditions listed in Issuing Tools and Materials and Handling Permits should be met.
  • A permit must be linked in 'WO Operation. Open Operation Element' (MOS104) with permit lines in 'WO Request Operation. Connect Permit' (MOS109).

Follow These Steps

Start a Permit

  1. Start 'WO Operation. Report Permits' (MOS087).

    The component can be reached either via 'Work Order. Open' (MOS100) using option 'Report Permits', or via 'Work Schedule. Open Toolbox' (MOS195) using option 'Permits'.

  2. Select option 'Lock' to start the permit. Select F14 if you want to lock all lines.

    When the permit is started the status of the permit line is updated to 90.

    A history log is also created. This contains the date/time, user and lock ID and is available via option 'Trans history'.

Stop a Permit

  1. Start 'WO Operation. Report Permits' (MOS087).

    The program can be reached either via 'Work Order. Open' (MOS100) using option 'Report Permits', or via 'Work Schedule. Open Toolbox' (MOS195) using option 'Permits'.

  2. Highlight one or more permit lines and select option 'Unlock'. Select F15 to unlock all permit lines.

    The status will be updated to 20 and a transaction log will be created. This contains the date/time, user and lock ID and is available via option 'Trans history'.
