Enabling budget creation for customers

Only users that have a role that includes the "Budget Admin" feature element can create budgets (see Roles, segments, and feature elements). This element can be assigned to user roles by: (1) the merchant administrator working in the Business Center (see Customer users) and (2) the reseller administrator for users at his or her own company (see Roles assignable by resellers).
