Establishing locales

A locale identifies a set of information that corresponds to a given language and country. It determines conventions like date, time, number, and currency formats. For instance, there could be two countries speaking the same language with identical grammar, words, and character set; however, there could be variations such as currency, time and date formats. A locale differentiates these parameters and conventions.
