Brazil : Provide option to exclude certain charges from the IPI Base

Description

For Brazil, a new option to configure which charges should be included in the IPI Base has been added. Currently IPI Base includes goods value (always included), freight, insurance, and expenses.

Country availability

Only available in Country Version Brazil.
