Rename OKATO code to OKTMO and prolong field for CRRU01, CRRU02, CRRU03 for Russia

The 'OKTMO code' has replaced the 'OKATO code' in Russia and hence the field that exists in some Russian country specific programs for master data has been renamed and prolonged.
