NO022 - Add MBM initiator to the payment proposal process in MNO

To support the introduction of Financial Business Messaging (FBM) in Norway, an MBM initiator has been added to the Norwegian AP Payment Proposal process. The solution comprises the addition of option (3) to the 'Bank Confirmation' field in 'AP Payment Method. Open' (CRS071) and is available for use if the payment method in (CRS071) is setup with payment class 3 (Bank transfer), transfer method 3 (Electronic payment) and bank confirmation 3 (Yes, electronic by ABS).
