Enable Italian stamp duty tax BOLLO to be paid by invoicing company - rental, leasing and service order

BOLLO is an Italian stamp duty tax that is charged on every printed debit and credit invoice. Previously the invoiced customer was always charged with BOLLO on the invoice, and there was no way to define if the invoiced customer or the invoicing company should pay it. The ability to do this has now been introduced to M3.

When the invoice is raised, the BOLLO tax behaves like an internal charge making an accrual for the BOLLO to be paid.

The Invoice BOD has also been enhanced to indicate whether this is paid by the customer or by the company.
