ProcessQualitySpecification: created control property for notes handling
Created agreement control property for the notes handling of the inbound ProcessQualitySpecification BOD.
If the value of the agreement control property m3beNotesHandling is set to true, the Comments (SI01-SI05) fields that were initially populated in M3 are replaced with the current value in the ProcessQualitySpecification Note element. If the Note element is null or does not exist, the corresponding comments in M3 are cleared.
If QualitySpecificationHeader/LabManagerPerson/IDs/ID has a value, its mapping to QMS200MI.AddSpec and UpdSpec SI02 is retained regardless of the m3beNotesHandling value. In this case, the maximum characters that can be stored for the notes are 200 instead of 250.
