Prevent status change for 'Reallocate' and 'Decline' if the work order has failed time transactions
MFS technicians are now prompted for pending time transactions to inform them that they cannot perform reallocation or even decline the work. The technicians need to perform further action in case the transaction fails. When a time transaction fails, the technicians can delete, update, and resend the transactions to M3 Mobility Core for processing.
