Index reorganize and rebuild

Description	After ETL executions, records change and can cause index fragmentation. Beginning with DWD 11.3.1 HF17, this new SQL feature in DWD Designer reorganizes and rebuilds an index, that can be applied for every index, table, or system.
Impact	Customers can now perform Index Reorganize and Rebuild through DWD Designer.
