PR560 - Prevents the Rerun flag to be set to Y if an open PAYMASTR exists

The PR560 logic is enhanced to handle the processing when the Rerun flag is set to Y and the CSV load file contains an employee with an existing open payment.

These are the enhancements to the PR560 programs:

Stops processing the employee record
Returns an error message in the report
Writes the associated transactions in the HSTOUTCSV file
