HR240 - Updated the GHR Required fields to add validation for BNF-PMT-AMT fields from BENEFICRY

The HR240 reporting of GHR Required Fields is enhanced to add validation for BNF-PCT-AMT-FLAG and BNF-PMT-AMT fields from BENEFICRY. For every BENEFICRY record, the value that is specified in the BNF-PMT-AMT field must be based on the selected value in the BNF-PCT-AMT-FLAG field. If blank, then include the record in the report.
