RQ230 - Included date range option in RQ230

These changes are added in the RQ230 program:

• From Date and To Date as new fields used as reference date of the program in extracting information from RQ230
• R = Date Range Flag in the Last Period field to enable the From and To Date Range fields
• Validation for the Last Period and Data Range fields
