PR292 - Maine Quarterly Unemployment Reporting changes

These are the enhancements included in the Maine Quarterly Unemployment Reporting:

• Changed the PR292 reporting length for magnetic media file format ICESA from 275 to 290 characters.
• Added the UPAF (Unemployment Program Administrative Fund) rate to the report. The UPAF Rate is added as a new field to Maine's PR67.9 State Reporting form.
