AP146 - Increased the 1099 Tape Payee field to 80 characters for legal names

The Second Payee Name line is utilized when AP10 Legal Name is more than 40 characters in length. The tape output produced by AP146 now have AP10 Vendor Legal Name in the B record First Payee Name and Second Payee Name lines.
