PR80 and PR140 - Added the new BSI Earnings Code E094

This feature enhancement updated TaxFactory to comply with the Massachusetts COVID-19 Emergency Paid Sick Leave. The TaxFactory Wage Assessor is enhanced to add a new Payment Code E094 to represent the Massachusetts COVID-19 Emergency Paid Sick Leave.
