Updating employee ACA Measurement Assessment

Set up average hours thresholds and create default initial measurement parameters in BN00.5

Run ACA Measurement Assessment (BN149) to update employee’s ACA Measurement Assessment Dates (BN49). Assessment periods are created, average hours are calculated based on ACA Hours (BN54), and the employee’s Benefit Status is calculated when the measurement period is analyzed.

You can run BN149 in report mode to view the changes that will occur when you run it in update mode. In update mode, the employee’s ACA Measurement Assessment Date records (BN49) are created. Run ACA Measurement Report (BN249) to show the Monthly Measurement Method data in report form.

Verify that your data is correct and payroll for the date range has been closed before you run this update.

  1. Access ACA Measurement Assessment (BN149).
  2. Use the Main tab to filter the employee population based on various selection criteria and enter report selections.
  3. Use the Initial tab to analyze your new hire and rehire population. Select the hire date and durations for the system to calculate the date ranges of the initial measurement, initial administrative and initial stability periods for the employee population.

    If the Initial Measurement Period Range cannot be completely analyzed, all Initial Period ranges (Initial Measurement, Initial Administrative, and Initial Stability) will be calculated, but average hours will be blank and benefit status will be Incomplete.

    In order to complete an Incomplete Initial Record, specify the Completion As of Date for the re-analysis of the entire Initial Measurement Period to determine average hours and a benefit status of either Eligible or Not Eligible. The Initial Completed record will edit the existing Incomplete Initial record for the employee, since the employee should only have one Initial Assessment.

    The First of Next Month, allows the end user to determine if they want the Initial Assessment to start the first of month following the hire date selected. If the hire date is the first of the month, it will start the assessment the same day and not look to the next month.

    The Incomplete and Completed Initial Assessment can be run together or separately.

  4. On the Initial tab, specify this information:
    Hire Date Analysis Range

    Type the Hire Date Analysis range to determine which employees to measure for their initial measurement assessment.

    The calculated Measurement Period Date range is stored on the BN49 for the employee after the update.

    Measurement Period Duration and Frequency

    Type the number of duration units for calculating the Initial Measurement Period Date Range. Start Date for the initial measurement period = Employee Hire Date.

    A New Hire/Rehire Employee is an employee with a hire date in the Hire Date Analysis Range.

    Administrative Period Duration and Frequency

    Type the number of duration units for calculating the Initial Administrative Period Date Range and the frequency.

    Stability Period Duration and Frequency

    Type the number of duration units for calculating the Initial Stability Period Date Range and the frequency.

    Completion As of Date

    Type the Completion As of Date to re-analyze an employee in an Initial Administrative Period equal to or before the date with an ACA Status that is Incomplete.

    We recommend that payroll close be complete prior to processing. The existing initial measurement (BN49) record that has an incomplete status will be updated with completed data upon update.

    Hire Date

    Select the Hire Date to determine if an employee is an on-going or new hire/rehire.

    First of Next Month

    Select Yes, if the Initial Measurement Period should start the first of the month following the hire date. If the Hire Date is the first day of the month, the measurement period starts on that date. Select No, if the Initial Measurement Period should start on the hire date.

  5. Use the Standard tab to analyze your on-going employee population. Type the Assessment Period that will be used to create the employee’s assessment periods; and calculate the average hours and benefit status.

    All assessments can be run concurrently. We recommend that Payroll Close be complete prior to processing. You can run BN149 in report mode to see what changes will be made to the system before you run in update mode. When you run in update mode, the employee’s ACA Measurement Assessment Date records (BN49) are created.

    Measurement Period Date Range

    Type the Measurement Period Start Date.

    For on-going employee population, a period of time between three and 12 months (selected by the employer) that is used for determining whether an ongoing employee is full-time. The Standard Measurement Period must end no more than 90 days prior to the beginning of the Stability Period.

    Duration Units

    Type the number of duration units for calculating the Measurement Period End Date.

    Duration Frequency

    Select the duration frequency.

    Administrative Period Date Range

    Type the Administrative Period Date Range.

    This is the period between the end of the Standard Measurement Period and the associated Standard Stability Period. The Administrative Period may last up to 90 days and is the time during which employers determine which employees have satisfied the requisite 30 hours per week average in order to be eligible for coverage. This is also the period in which eligible employees are provided with information about medical plan coverage options and given an opportunity to enroll.

    Stability Period Date Range

    Type the Stability Period Date Range.

    If an employee is a full-time employee during the standard measurement period, a period of time between six and 12 months (selected by the employer and subject to certain limitations) during which an employee’s status as a full-time employee is fixed based on the results from the average hours worked during the Standard Measurement Period (or the Initial Measurement Period in the case of a new seasonal or variable hour employee). A Stability Period must be at least as long as the Standard Measurement Period but no shorter than six months.

  6. On the ACA monthly tab, analyze the hours worked in a month to determine if the next month they should be considered ACA benefit eligible. Specify this information:
    Monthly Method

    Specify the monthly method.

    • Actual Month Hours are based on hours worked in the month only. If hours are equal to or greater than the ACA Parameters (BN00.5) Average Monthly Hours, then the individual is consider benefit eligible. Otherwise, not benefit eligible.

    • Type the Weekly Rule. Based on BN00.5 Monthly Measurement Method Weekly rule Setup. If hours are equal to or greater than the ACA Parameters Monthly Measurement Method – Weekly rule > Average 4 week hours or Average 5 week hours, then the individual is considered benefit eligible, otherwise not benefit eligible

    Year

    Select the year.

    Start Month

    Select the year to begin processing.
