Defining Functional Profiles
A functional profile is a container of all security rules and classes that have been created for a particular object, such as a product line. The most common type of functional profile is an application product line profile.
When to do it
The functional profile must be created before you create rules and security classes.
How to do it
From the Security Administrator:

Define the profile by assigning a name and a type.

Select the application product line. This determines the data areas (if multiple data areas are used at your site), forms, fields, tables, reports and so on, that will be available to write rules against.
