To disable ARM monitoring

Note: ARM monitoring in the Lawson Runtime System (lacobrts) can be disabled at any time while the Lawson Environment is running. When ARM is disabled, the shared memory associated with the Environment is removed. Monitoring is still available for the part of the process that goes through the Lawson Transaction service (within the Internet Object Services).
