Scaled configurations only: Enable IOS cache refresh feature in the cluster

If you are using a scaled configuration, the Websphere cluster must be configured to enable the IOS cache refresh feature on all machines in the cluster. For instructions, see Manual Cluster Setup and IOS Cache Refresh.
