900-ADD-PHRASE

a language definition if that phrase is not yet there. The phrase
must be translated before it can be used by application programs.

This routine adds a phrase to the system language definition.
MOVE phrase-to-add TO CRT-PHRASE.
MOVE phrase-length TO CRT-PHRASE-SIZE.
PERFORM 900-ADD-PHRASE.
