Likely cause

The identity is assigned to an actor that does not exist.

This situation can happen for several reasons but it must be corrected in order for the federation and ongoing synchronizations to be successful.

Resolution

Verify that the actor assigned to the identity exists. If it does, you will need to decide how to handle the identity. If you are certain that the identity is not needed, delete it.

If the identity is valid but an associated actor does not exist, first troubleshoot the reason (failed during import, migration or creation?) and then manually create the actor.
