In Portugal, the transport document is in .xml format in accordance to the Communication of Transport Documents to Tax Authority guideline.

You can use the Web Services Gateway to send shipment documents to the Portuguese authorities from LSP and LSP Direct. The government has provided a portal wherein the companies can validate and test the .xml files to be submitted.
