The FR DAS2 report is part of the Déclaration Annuelle de Données Sociales (DADS) report. Record type 210 of DADS is the equivalent of the DAS2 report.

Businesses send the DADS declaration to URSSAF, a private organization that collects employer and employee social security contributions.
