Select the Then part of Rule command to create the Then part of the expression in one of the following sessions:
You cannot select the Then part of Rule command if the rule is of 一致性 type. In that case, the Then segment of the rule expression must be specified in the Text Editor. You cannot change rules:

Checking and applying rules Rules are checked (一致性 rule type) or applied (other rule types) in reference models and/or project models. Rules of 一致性 type are checked:

started and you can create or maintain the IF part of the selected rule.
