Not shipped handling units

In the Handling Unit Tree, functionality to set handling units or item quantities within handling units to not-shipped was unavailable.

For staged handling units, the Handling Unit Tree provides set not-shipped and reset not-shipped options. Also, for item quantities contained in staged handling units, you can access a session to specify the quantities not to be shipped, or to reset not-shipped quantities.
