Handling unit cycle-counting process

You could not reopen a handling unit that was closed. For example, if during a cycle count a handling unit was closed because it could not be found in a particular location, you could not reopen the handling unit if it was found in a different location later on. Instead, you had to create a new handling unit.

You can reopen the closed handling unit in such situations, and, therefore, skip re-labeling.
