Inspection and counter reading

In Service, inspection can only be created if the Use Inspection check box in the General Service Parameters (tsmdm0100m000) is selected. A counter reading can only be created if the Use Item Counter Readings check box in the General Service Parameters (tsmdm0100m000) is selected.
