Maximum number of values excluded for any user attribute
While building a rule, you can specify the maximum number of values that can be excluded for any user attribute. The default value is 15. Use the file 8d345ac0-7218-43af-a393-354b915d6964_Exclusion.xml (For PeopleSoft FISCM) or 3fb07b2b-94e5-4ab6-aeed-259e30bf97ed_Exclusion.xml (For PeopleSoft HRMS) to configure the number of values that can be excluded for an attribute.

Configure the XML as:
