Prohibit User Creation Request

You can configure the WhatIfSettings.xml file to prohibit a User Creation Request, if the user being created is not assigned any roles.

Node	<Setting Name="Prohibit UserCreation Request Without Roles" Name="doNotAllowUserCreationWithoutRole">1</Setting>
Configuration setting	If you set "doNotAllowUserCreationWithoutRole" to: 0 – User Creation Request can be created without assigning roles to the new user. 1 – User Creation Request can not be created without assigning roles to the new user.
Default	The default value is 0.
