Possible Cause
All IRC product binaries are digitally signed. At the time of execution of IRC services, programs and assemblies, Windows verifies the digital signatures on IRC binaries. If the server where IRC is installed or the windows service account used at the time of activation does not have Internet connection, the code signature verification process fails as it cannot contact the Certificate Authority (CA) server. Depending upon your Windows Group Policy and code verification policy either result in IRC software experiencing performance degradation or failures across the product.
