Allow new user creation through a request

Select Yes to allow a new user creation through a request.  If you select No, you cannot perform any of the following:

• Generate a User Creation Request from an existing User Creation What If Analysis.
• Create a new User Creation What If Analysis.
• Create a new User Creation Request.

 The option Yes is selected, by default.
