Validation for the same Request type

We can use Business Rules to optimize the management of Requests, that enforce a sequential submission process for multiple iterations by Request type and subtype. At present, it is possible to create multiple requests of the same type and subtype, and these requests are sent in a random order. By establishing a structured approach, we can enhance the efficiency and clarity of the request handling process.
