Bypassing labor distribution
Situations can exist where a project employee who is eligible for labor distribution does not have pay distributed for a labor period. For example, the employee is on a leave of absence, FLMA, or DTO, or was not working on a grant-sponsored project for that period. In these scenarios the labor period is included in the effort calculations. The average planned and actuals will include the zero labor period in the calculations so the averages will not be 100%.
Additionally, there are situations where the employee did not work for a period but is still considered 100% for grant effort certification schedule. The period will not be used in the calculation for the planned and actual average percents for the effort certification schedule. For example, teachers in a school district have a monthly labor schedule and a semi-annual effort schedule. They work 5 of the 6 months. The average planned and actuals will not include the excluded labor period in the calculations so the averages will be 100%. Alerts will display on periods that were excluded for Effort Calculations.
For both scenarios, to avoid starting and stopping assignments, the actions Change Zero Labor To Processed and Exclude From Effort Calculation are available to change the project assignments from entered to processed. Optionally, a comment can be added to include why the employee has no actual effort and no labor distributions for the labor period. The labor period must have a status of entered with no actual percentages specified.
