Contract Manager Home page - Use 12-column grid to minimize white space and scrolling

Added a 12-column grid view to minimize white space and scrolling.

1. Sign in as Contract Manager.

2. Verify that the Home page and search contracts page does not contain extra white space on sides, with and without the side menu displayed.
