Create new Location Overview page
We want to show the customer a useful overview page that contains aggregated recommendation values across all perpetual and par locations.

To test the enhancement:
- Sign in as Supply Management Administrator and select Inventory Intelligence > Configuration.
- Run the Recommendations Engine.
- Sign in as Inventory Intelligence Specialist. Verify that the new Overview tab is available. This tab contains aggregated Recommendation values across all perpetual and par locations.
- In Perpetual Items and Par Items pages, the Location level summary is moved to the new detail section.
Dependencies:
- Sign in as Supply Management Administrator and select Inventory Intelligence > Configuration. Run the Recommendations Engine.
