Item Lifecycle Management

Management.
Allow Item Lifecycle Management users and instructions to be designated separately for notices and item proposals

- Item Lifecycle Management setup and processing
To test the enhancement:
- Verify that user setup and instructions in Item Lifecycle Management includes options to indicate if used for notices, item proposals, or both.
- Verify that when notices are created or item proposal default values are defined that only users or instructions with the correct setup can be used.
- Note that the Users menu in Item Lifecycle Management setup includes lists of Coordinators and Supervisors.
- Note that each user must be assigned at least one of the three options.
- Note that the default value for each instruction is set to both notices and item proposals.
