Multi-line allocations

Allocations can have multiple allocation lines. Each allocation line represents an expense calculation to allocate an expense balance to a department or a cost object. When an allocation is calculated, the allocation lines are processed in the order of their step values.

Step values are used when an allocation line depends on the results of a previous allocation line. Step 1 allocations are used to reflect expenses from the core ledger to the utilization ledger.
