Franchise Contracts cycle date updates where no activity has occurred

This enhancement will conditionally advance the next cycle date for charges that have no activity. This functionality is toggled on by a new option (Advance Cycle Date For No Activity) at the company, contract level, and on the Invoice Interface program’s parameters, which will enable the new functionality.

Program/Business class/Process affected:

Contracts charges that have no activity, and a next cycle date less than the Invoice Interface's parameter date, will have its next cycle date incremented until its greater than parameter date or system date (whichever is less).

To test this enhancement, verify that contracts charges that have no activity, and a next cycle date less than the Invoice Interface's parameter date.
