Increase size of Tier field from 4 to 20

Use these steps to test the enhancement:
- Create a Contract and mark as a Manufacturer contract
- Select the Tier tab and add a new Tier
- Verify that the Tier field can contain 20 characters
- Add lines and members to the manufacturer contract
- Run the Release Members action
- Verify that the Contract Line Member records that are created contain the 20 character Tier
- Create a distributor contract and associate with the Manufacturer Contract.
- Verify that the Contract Distributor Pricing Member that is created on the Distributor Contract Contains the 20 character tier
- Create a Contract Interface record that is for a manufacturer contract
- Add a tier that is 20 characters

On GPO Contracts, have action to look for updated distributor markups

Use these steps to test the enhancement:
- Find an existing Contract Interface record which has created a manufacturer and distributor contract
- Go to the GPO data > Distributor Markups and change the Markup Percent for the related GPO Contract to a different percent (it may be necessary to create a configured action to do this).
- Go to Manage Interfaced GPO Contracts and select the Find Changed Distributor Markups option.
- Go to the GPO Menu and open the Distributor Markup Changes menu item
- The Interface Contract that you changed should display
- Run the Update Markup Percent action
- View the related Distributor Contract. The Distributor Pricing Member should have the new percent. Related line members should have a net cost that reflects the new percent

Changed GPO Contract Number field from numeric to alpha upper to accommodate data from Vizient

Use these steps to test the enhancement:
- Using Vizient data, create a Contract Interface record from GPO data for a GPO contract with alpha characters in the number.
- View the GPO Contract number in the Contract interface record
- Create a manufacturer contract from the contract interface record.
- In Related Contracts, verify the GPO Contract number transferred correctly.

Allow the GPO process to check for changed tiers to be run for a single contract interface

Use these steps to test the enhancement:
- For a GPO contract that already exists as both an interface and manufacturer contract and has multiple tiers, change the tier in the GPO data for one of the members to a different one that has a Start Date that is greater than the Effective Date for your current Tier (this may have to be done with a user action).
- From the Contract Interface record, run the action-
- Find Tier Changes For This Record
- Select the Update Contract Immediately option
Verify that the Tier is updated on both the Contract Interface record and the Manufacturer Contract

Handle GPO Contracts for Multiple Price Programs

Use these steps to test the enhancement:
- Find a GPO Contract which has multiple Tiers for a Participant with the same date range
- Create a Contract interface record from the GPO Contract
This will create a manufacturer interface record with no distributor contracts.
The interface tier members will not have a Tier because there are multiples
Each line will have one tier cost.
- Create a manufacturer contract from the interface contract
Again, the tier members will not have a tier (nor should they)
- Run release members
The Contract Line Member records should get their Tier number from the Tier on the Contract Line Tier Cost record
