Interface Non AR payments in Accounts Receivable

The existing payment interface options did not allow Non AR payments to be interfaced. This new Non AR Payment Interface provides that functionality.

To test the enhancement:

A new Non AR Payment Interface was added alongside the existing payment interface options. This new interface functions similarly to the existing interface options, with a "Non AR Payment Interface Maintenance" tab and an "Interface Non AR Payments" tab. The results of an interface run can be viewed in the "Receivables Interface Results" tab.
