Reconciliation Accounts, need a Mass Delete action

Provide the ability to delete Reconciliation Accounts in mass. Can delete Accounts using a Account Selection condition/custom group or an Account range. Only Accounts that do not have period reconciliations will be deleted.

Use these steps to test the enhancement:

The 'Mass Delete Reconciliation Accounts' action is executed by Structure.

1. Verify you are able to delete the Reconciliation Accounts in mass using the account selection condition or Account range (Non Accounts can only use the account selection condition).
2. Verify that only Accounts that do not have period reconciliations are deleted.
3. Verify that only the ReconciliationAdministrator role is authorized to Delete/Mass Delete Reconciliation Accounts.
