Tax Configuration, Tax Version, encrypt the OneSource Password

When setting up a OneSource password, the value being entered was not encrypted.

Program/business class/process affected:

• TaxConfigVersion

Use these steps to test the enhancement:

1. TaxConfigVersion validate connection action. Do an initial validation which will use the current Text password.
2. Add an encrypted password which will now show asterisks.
3. Validate connection again.
