Rearrange fields in budget change request wizard line creation

Enhance the customer experience in using Change Request wizard.

Budget Change Order Line

Use this information to test the enhancement:

1. Verify that change request wizard Lines section will show the total remaining and new remaining are on the left side of the list and have been relabeled.
2. Total Remaining is changed into Current Remaining. New Remaining is changed into Pending Remaining.
