Work Opportunity Tax Credit setup

If the WOTC Tax Questionnaire Task feature toggle is enabled for an organization, candidates can submit their Work Opportunity Tax Credit (WOTC) questionnaire through a WOTC task in the job application. Before candidates complete the job application, they must submit the WOTC questionnaire.

The WOTC tax questionnaire is available to candidates that are living and working in the United States. The social security number (SSN) of a candidate is required.

These candidate data are sent to ADP Compliance Solutions:
  • First name and last name
  • Street address
  • Zip code
  • SSN
  • Age
To configure the WOTC tax questionnaire in Talent Acquisition, you must complete these tasks:
  1. Enable the HR Payroll module in an organization

    See "Configuring features for organizations" in the Infor HR Talent Setup and Administration Guide.

  2. Configure the ADP Compliance Solutions integration for the organization in HR Talent

    See "Configuring ADP Compliance Solutions" and "Configuring Infor HR Talent integration" in the Infor HR Talent Integration Guide for ADP Compliance Solutions.

  3. Add a legal entity for tax credits.

    See "Creating a legal entity" in the Infor HR Talent HR Payroll Setup and Administration Guide.

  4. Verify that the customer updates for ADP Compliance Solutionsis processed in the organization
  5. Enable the WOTC Tax Questionnaire Task feature toggle for an organization

    See the information on enabling feature toggles in Infor HR Talent User and Administration Library and select Administrator > HR Talent Setup and Administration.

After you enable the WOTC Tax Questionnaire Task feature toggle for an organization, you must perform these tasks:
  1. Add the WOTC task to a new or existing job application process
  2. Add the job application process with a WOTC task to a requisition
  3. View the WOTC information of the candidate
Recruiters can view the following candidate WOTC information for each submitted job application:
  • Status
  • Opt Out
  • Eligibility
  • Potential Eligibility Amount
Recruiters must follow the standard hiring process in Talent Acquisition through these actions:
  1. Define Offer
  2. Approve Defined Offer
  3. Create Offer Letter
  4. Extend Offer
  5. Accept Offer
  6. Hire or Rehire
  7. Approved Hire or Rehire

If you bypass the process, you may encounter an error in the Hire or Rehire API to ADP Compliance Solutions.

After the candidates submit their WOTC questionnaire and complete their job application, recruiters can send the WOTC information to ADP Compliance Solutions through the Hire and Rehire actions.

Candidates take longer to submit the task that precedes the WOTC task in the job application process because the first API call occurs during that task.

Verifying the customer updates for ADP Compliance Solutions

If you use ADP Compliance Solutions to your organization for WOTC, you must verify that the customer updates for ADP Compliance Solutions are processed.

  1. Select System Administration > Utilities.
  2. In the Primary pane, click Customer Updates.
  3. Click All.
  4. Click Search.
  5. In the Module column, select Global HR.
  6. Specify Update ADP Compliance Solutions available services and APIs in the Description column.
  7. Press Enter.
  8. Click Preview.
  9. Click Run History.
    The previous date for the customer update of ADP Compliance Solutions is displayed.

Verifying the WOTC form creation

After you enable the WOTC Tax Questionnaire Task feature toggle, verify the WOTC form setup in Talent Acquisition. When you enable the WOTC Tax Questionnaire Task feature toggle, the WOTC form is created automatically for the organization.

  1. Select Administration > Recruiting Setup.
  2. In the Application pane, click Forms.
  3. In the Description field, specify WOTC Questionnaire.
  4. Press Enter.

Creating a WOTC task for a job application

To create a WOTC-related task in a job application, add a WOTC form to the job application.

  1. Select Administration > Recruiting Setup.
  2. In the Application pane, click Tasks.
  3. Click Create.
  4. Specify the task name and description.
  5. In the Task Type arrow, select Form.
  6. On the Details tab, specify this information:
    Form
    Select WOTC to use the WOTC questionnaire.
    Collect Attachments
    Optionally, select this check box to require the candidate to attach a file in the WOTC task.

    If you select the Collect Attachments check box, you must specify the number of attachments that are displayed in the WOTC task.

    Require Attachment Type
    Optionally, select this check box to require the candidate to specify the attachment type in the WOTC task.

    if you select the Require Attachment Type check box, you must specify the number of attachments that are required in the WOTC task.

    Include Acknowledgment Text
    Select this check box to require the acknowledgment form in the WOTC task.

    If you select the Include Acknowledgment Text check box, you must specify the acknowledgment text that is displayed in the WOTC task.

    Include Signature
    Optionally, select this check box to add the candidate's signature in the WOTC task.

    If you select the Include Signature check box, the Signature Required check box is displayed.

    Signature Required
    Optionally, select this check box to require signature in the WOTC task.
  7. Click the Schedule tab.
  8. Specify up to two reminder dates for the WOTC task.
  9. Click Save.

Adding a WOTC task to a job application process

Before creating a WOTC task, ensure that the application process has a task before the WOTC task. You can't add the WOTC task as the only task in a job application. A job application process must have at least one task that comes before the WOTC task.

After you create a WOTC task to a job application, you must add the task to a new or existing job application process.

  1. Select Administration > Recruiting Setup.
  2. In the Application pane, click Application Processes.
  3. Double-click the job application process.
  4. On the Task tab, click theHelper List icon.
  5. Select the WOTC task.
  6. Click Attach Application Task.

Adding a job application process with a WOTC task to a requisition

During the job application process in Candidate Experience, candidates can't proceed to the next workflow step if they don't complete the WOTC questionnaire or opt out.

The following message is displayed:

Click on 'Work opportunity tax credit questionnaire' and complete or opt out to continue.
  1. Select Requisitions.

    Alternatively, select Requisitions→ > All when the Redesigned Talent Acquisition Lists feature toggle is enabled.

  2. Select a requisition from the job list and click All.

    Alternatively, click the job applications in the All applications column and click a workflow step where a candidate is when the Redesigned Talent Acquisition Lists feature toggle is enabled.

  3. Right-click a candidate and select Create Application Task.
  4. Select the job application process with a WOTC task.
  5. Click Submit.

Automating the WOTC task to a requisition

Optionally, you can automate the WOTC task when you create a job application task.

  1. Select Administration > Recruiting Setup > Workflow > Hiring.
  2. Double-click a hiring workflow.
  3. Click Workflow Steps.
  4. Select a workflow step and click Open.
  5. Click Automations.
  6. Click Create.
  7. Specify this information:
    Workflow Action
    Select CREATE APP TASK.
    Run Order
    Specify the order of the automated WOTC task in the sequence of other automations.
    Run Upon
    Select Entering Step.
    Eligibility Group
    Specify the candidate group for which the automation is limited.

    If you do not specify a group, the automation applies to all candidates who are exposed to the step.

    Application Task
    Select the WOTC task.
  8. Click Save.

Viewing the WOTC information of a candidate from the job application summary

After candidates submit the WOTC questionnaire and job application, recruiters can view a candidate’s WOTC information in the application summary for a requisition.

  1. Select Requisitions.
    Alternatively, select Requisitions > All when the Redesigned Talent Acquisition Lists feature toggle is enabled.
  2. Double-click the requisition and click the Applications tab.
    Alternatively, click the total number of job applications for a requisition in the All applications column when the Redesigned Talent Acquisition Lists feature toggle is enabled.
  3. Double-click the candidate job application.
  4. Click Hiring Process.
  5. In the Quick Links pane, click Application Summary PDF.

Viewing the WOTC information of a candidate from the candidate tasks for a job application

Recruiters can view a candidate's WOTC information in the candidate task for a job application, in the Initial Tasks To Submit Application and Additional Application Tasks panes.

The following details are displayed in these panes:
  • Task Status
  • Date Completed
  • Time to Complete
  • Status
  • Opt Out
  • Eligibility
  • Potential Eligibility Amount
  1. Select Requisitions.
    Alternatively, select Requisitions > All when the Redesigned Talent Acquisition Lists feature toggle is enabled.
  2. Double-click the requisition and click the Applications tab.
    Alternatively, click the total number of job applications for a requisition in the All applications column when the Redesigned Talent Acquisition Lists feature toggle is enabled.
  3. Double-click the candidate job application.
    If the WOTC task is a prerequisite for submitting a job application, the WOTC information is displayed in the Initial Tasks To Submit Application pane. If the WOTC task is an additional task for a job application, the WOTC information is displayed in the Additional Application Tasks pane.

Adding the candidate's social security number

You can specify the candidate's social security number before the candidate's WOTC information is sent to ADP Compliance Solutions through the Hire and Rehire actions.

The following message is displayed if a recruiter does not specify the identification number when hiring or manually rehiring a candidate:

Identification number is not entered and is required for WOTC notification to ADP. Do you want to continue?
  1. Select Requisitions.
    Alternatively, select Requisitions > All when the Redesigned Talent Acquisition Lists feature toggle is enabled.
  2. Double-click the requisition and click the Applications tab.
    Alternatively, click the total number of job applications for a requisition in the All applications column when the Redesigned Talent Acquisition Lists feature toggle is enabled.
  3. Double-click the candidate job application.
  4. Click Core Profile.
  5. In the Identification Numbers pane, click Add Identification Number.
  6. Select US in the Citizenship field.
  7. Specify the candidate's social security number.
  8. Select the expiration date of the candidate's social security number.
  9. Optionally, select the Pending check box to define that the candidate's social security number is pending for verification.
  10. Optionally, attach a file to associate with the candidate's social security number.
