Generating Releve slips and electronic file

The Generate Releve 1 or Generate Releve 2 actions are used to generate these reports:

  • Trial run of RL-1 and RL-2 slips to review errors and to correct those errors.
  • Final RL-1 and RL-2 slips in CSV format and submit a file to a third party for printing.
  • Final RL-1 and RL-2 file in XML format and transfer it to magnetic media.

If you file more than five RL-1 or RL-2 slips, you must transmit your RL data online in XML format. If you file 50 or fewer RL-1 or RL-2 slips, you can perform these actions:

  • File the slip data online in XML format.
  • Send copy 1 of the RL-1 or RL-2 slips in paper format.

Do not change the parameters on Canadian Year End Configurable Fields after you run Generate Releve 1 or Generate Releve 2 using the Generate CSV option and before you run Generate Releve 1 or Generate Releve 2 using the Generate XML option.

Before you process your RL-1 and RL-2 slips, we recommend that you verify the year-end parameters. See Verifying year-end parameters for Releve slips.

  1. As Payroll Administrator, select Payroll > Administration > Reports > Canadian Regulatory > Year End.
  2. In the Processing pane, click Generate Releve 1 or Generate Releve 2.
  3. Specify this information.
    Run Option
    Select Report All, Legal Entity, or Legal Establishment.

    Depending on the selected value, specify the legal entity and legal establishment.

    Eligibility Group
    Select an eligibility group to filter by custom group criteria.
    Payroll Year
    Specify the reporting year.
    Include Detailed Additional Information Code
    Select this check box to print the Additional Information codes set up on Canadian Year End Configurable Fields and Canadian Employee Configurable Fields for Releve 1 and Releve 2 in the Additional Information section in the RL-1 and RL-2 reports.
    Generate Negative Wages Report
    Select this check box to process and create a report for all employees that have negative wage accumulated in any of the Codes or Boxes and are not included in the Releve CSV or XML file.
    Releve Code
    Select whether this slip is original, amended, or cancelled.
    Government Assigned Slip Number
    Specify the slip number assigned to employer by the Ministere du Revenu. The slip number has eight digits and the ninth digit or check digit is calculated through the program logic. Each RL-1 and RL-2 slip must have a unique number.
    Update Employee Slip
    Select this check box on the final run of the Generate Releve 1 or Generate Releve 2 for either original or amended slips.

    This option is used to create the employee RL-1 or RL-2 slips for distribution. The employee's slip number is stored to Employee Quebec Year End Parameters - Releve 1 for Releve 1 and Amend Or Cancel Employee Quebec Releve 2 Year End Parameters for Releve 2 for future use to create amended or canceled RL-1 and RL-2 slips.

    Print Slip Number
    Select this check box to display the slip number.
    Generate CSV
    Select this check box to generate the CSV file. The slip information is saved to a file that is used to print employee slips through third-party forms software.
    Generate XML
    Select this check box to generate the XML file. The slip information is saved to a file that is used to print employee slips through third-party forms software.
  4. In the File Generation section, when you select the Generate CSV check box, you must select the File Creation Setup.
  5. In the File Generation section, when you select the Generate XML check box, specify this information.
    Employer Identification Number
    Specify the first 10 digits of the ID or file number that is shown on the RLZ-1.S-V form Summary of Source Deductions and Employer Contributions.
    Employer File Number
    Specify the last four digits of the ID or file number that is shown on the RLZ-1.S-V, Summary of Source Deductions and Employer Contributions form.
    Transmitter Number
    Specify the number assigned by the Ministere du Revenu Quebec as the transmitter number after the test file has been approved.
    Transmitter Type
    Select the type of transmitter that submits the file to be processed.
    Technical Contact Name
    Specify the contact name for technical questions.

    The first name must be followed by the last name. Do not include titles, such as Mr., Mrs., or Dr.

    Specify the contact details, such as area code, phone number, extension, and the desired language of communication in their respective fields.

    Accounting Contact Name
    Specify the name of the accounting contact. If you specify this name, the employee number of the accounting contact is not required.

    The first name must be followed by the last name. Do not include titles, such as Mr., Mrs., or Dr.

    Specify the contact details, such as area code, phone number, extension, and the desired language of communication in their respective fields.

    Contact Number
    Specify the contact number of the person responsible for the submitted file.
    Contact Email Address
    Specify the email address of the person responsible for the submitted file.
  6. Click Submit.
  7. Select and download the generated RL1.xml and RL2.xml files.
    To download the files, as Payroll Administrator, select Payroll > Administration > Reports > Canadian Regulatory > Year End. In the Reports pane, click Releve 1 Reporting or Releve 2 Reporting. Double-click the most recently processed record in the list.

  8. Transmit the XML file to Revenu Quebec through the internet.
    If you file more than five RL-1 or RL-2 slips, you must transmit your RL data online in XML format. If you file 50 or fewer RL-1 or RL-2 slips, you can perform these steps:
    1. File the slip data online in XML format.
    2. Send copy 1 of the RL-1 or RL-2 slips in paper format.
  9. Create a backup copy of the file and place the file on the appropriate storage device.
