Proxy endpoint for the target tenant

These additional procedures are required if you are performing content promotion to other tenants. These procedures are shared between FSM and HR Talent and must only be set up once.

For example, when you are promoting content from the PRD to the TST tenant, the target tenant is the TST tenant.
