Adding or updating the HiringManager security class for candidate access

By default, administrators and recruiters can view all candidates within all workflow steps in a requisition. By default a hiring managers can view only the candidates within the workflow steps to which they the hiring manager has access, depending on the configuration of JobApplication.HiringManagerSteps and JobApplicaticonWorkflowStep

Note that configurations to both workflow steps and job application must be made for the hiring manager to view the steps and the candidates within those steps.
