Security access for appraisals

As delivered, only the current owner of an appraisal can update and submit the appraisal. Current appraisal owners have complete access to the appraisals. An employee's current direct manager and upline manager always have Inquiry, Reassign, and Peer Feedback access to the employee's appraisal on the Manager. If the appraisal owner is not the employee's current manager, the appraisal owner's upline supervisor has Inquiry, Reassign, and Peer Feedback access to the appraisal. In this scenario, the upline supervisor's only access is through the inbasket. The administrator and HR generalist have access to all actions.
